It is an honour for us to have been invited to comment on a paper by Professor David Hensher on the reform agenda for the public transit industry. As is known by the wider public, Hensher has been very active in bringing in new ideas for improving contract design between transit authorities and operators, and in developing comprehensive conceptual frameworks on this issue. His paper presents us with the themes of trust building and of the creative use of asset ownership regulation as an innovative incentive for quality and performance.
