Understanding Accessibility and Road Capacity Changes: A Response in Support of Metz

David Metz provides us with a concise and useful discussion of 'the myth of travel time saving' (Metz, 2008). He correctly points out that average per person travel time is relatively constant and that there are many flaws in using travel time valuation as a means of assessing the benefits of infrastructure and capacity improvements. Much of this is not new and, in fact, is evident within long standing theories of urban economics and urban growth. This is one of the links that this comment focuses on, but I also will highlight the implications for assessment and for policy, something that I have previously examined (Noland, 2007a). Other issues associated with the environmental and safety implications of capacity enhancements are also discussed.
