With the deepgoing performance of Chinese system reform, people have come to recoganize that establishing modern enterprise system consists not only the construction of organization system, but also that of administrative system. Organization system and administrative system are both important component parts, neigthen can be neglected. Enterprise reform does not mean to change on the surface but change on the essence. To achieve the transition of enterprise administration system, the following waysshould be followed.
