Making water distribution more transparent: Application of the time-based water distribution method to tertiary canals in Central Asia

Land and agricultural reforms in Central Asian countries, following the collapse of the former Soviet Union, have led to a multiple increase in the number of individual farm units along secondary and tertiary canals. Given the new setting, the methodsfor water distribution as applied under the former huge-size collective farm system have turned up irrelevant leading to much of a chaos, inequities and unreliability in water supply to multiple farmers. Thus, many farmers and water managers have had toresort with variable success to some alternative water distribution methods to meet the new challenges. Nevertheless, transparency and equity still remain much of an issue. With this in mind an action research to study the applicability of a time-basedwater distribution along a typical distributary canal was undertaken in one of the Wa ter Users Associations (WUAs) in the Kyrgyz Republic during 2003 and 2004. The time-based water distribution method performed in a truly paiticipatory manner has allowed each and every fanner concerned to get aware of their specific time schedules including when to irrigate their fields and for how long. This alone has translated into huge time savings for farmers when fetching their irrigation turns and a more equitable water distribution between different canal reaches. This also allowed those in the tail ends to increase their crop yields and, net incomes leading to better irrigation service fee collection. At the same time there was also change in the nature and patterns of the water disputes occurred. In overall, the results of the study suggest that the time-based water distribution method in question is highly suitable, feasible and recommended for adoption in most areas of Central Asia. However, this will require a truly farmer-owned and service-oriented WUA to be put in place and up and running to ensure proper facilitation, which is still a major challenge in this region.
