After half a year's gestation and adjustment, the State Administration of Taxation finally set new tax rate of petroleum resources. Notification issued by the Ministry of Finance and the State Administration of Taxation said the petroleum resources tax standard would be lifted nationwide, after the tax rate adjustment, tax on crude oil would be increased to RMB 14-30 yuan per ton and that on natural gas to RMB 7-15 yuan per thousand cubic meters. The new tax rate has been effective nationwide since Julyl. It is known, due to resource and exploitation conditions varying with various oilfields, thus the resource tax rates on oil and natural gas are different accordingly. But the upward adjustment is doubtless, while the average taxes imposed are almost doubled. The highest rise of tax rate comes from Qinghai Oilfield, rising to RMB 30 yuan per ton from the original RMB 8 yuan, while the lowest rate is in Daqing Oilfield, rising to RMB 30 yuan per ton from RMB 24 yuan per ton. Tax rate on dense oil and high pour-point oil produced by different oilfield enterprises rises from RMB 8 yuan per ton to RMB 14 yuan per ton, compared with RMB 16 yuan per ton imposed on other petroleum production enterprises. In the sector of natural gas, the tax will rise by RMB 2 yuan per thousand cubic meters if current tax rate is equal to or higher than RMB10 yuan per thousand cubic meters; under this way, if current tax rate is lower than RMB10 yuan per thousand cubic meters, the tax increase will be RMB 5 yuan per thousand cubic meters.
