The scale of the investment needed to upgrade power generation and transmission facilities in Europe varies from country to country, but energy industry observers mainly conclude that while the will is strong, the ability to tap into necessary finance is a struggle as the global economic uncertainties continue to bite deeper and deeper. Throughout Central and Eastern Europe the picture is clear - significant investment is needed in power generation, as spending on power assets trailed in the wake of pre-credit crunch economic growth. Take Russia, for example. Official figures have pinpointed that within the power generation industry, more than half of its plants are over 30 years old.
