Bill could help increase delivery of veterinary services in underserved rural areas. If you're itching to see some stu-dent debt relief from Congress this session, it may depend on whether this "lame duck" Congress will indeed be lame, or surprisingly robust. Gina Luke, assistant director of the American Veterinary Medical Association (AVMA) Governmental Relations Division, says it could go either way. There's little time left for the 113th Congress, but the AVMA hasn't given up on getting at least one piece of debt relief passed, namely the Veterinary Medicine Loan Repayment Program Enhancement Act (VMLRP). Ron DeHaven, executive vice president and chief executive officer for the AVMA, published a blog this fall urging Congress to support the bill, which would eliminate the 39 percent federal withholding tax from the $4.8 million appropriated annually for VMLRP awards.
