With most state legislatures wrapping up, three bills aimed at defining the role of low-cost spay-neuter clinics were left without a vote. The bills in South Carolina and Alabama will be reintroduced in the fall, supporters say. South Carolina House Bill 3492 would have required a licensed veterinarian to examine an adopted pet prior to release from a shelter. If a veterinarian wasn't available, the owner would have been required to provide the shelter with documentation within 72 hours that a veterinarian had examined the pet. The bill also would have required that pets be sterilized before being released from a shelter or the pet owner would have had to show that the pet had been scheduled for sterilization by a licensed veterinarian.
