Dr. W. Edwards Deming was decorated for his role in the explosion of quality in Japan in the 1950s. He exhorted 14 main principles, and his fundamental philosophy was continuous improvement using statistical methods and defect prevention rather than detection and elimination of waste in the system. Deming stated that people are all basically intelligent, hard working and well meaning with various levels of experience - in spite of this, decisions must be made based on statistical evidence (show me your data). With the advent of the computer age in the 80s, information can come faster. Certainly, the computer cannot make judgments or decisions. Everyone has experienced the results when feeding a computer bad data. Given good information, rapid optimized decisions should be possible.
