Observations are made of metastable supercooled normal bulk states in lead samples It is demonstrated that such states are realized when the critical field of surface superconductivity H_(c3) is lower than the critical field H_c and in the opposite cause. Therefore, the surface superconductivity is not a nucleus with supercritical parameters for the bulk superconductivity.
