Trends Shaping Public Sector Transformation: KnowledgeManagement, E-Government and Enterprise Architecture

摘要

This paper examines three converging trends inthe public sector in the early years of the 21st century: theloss of critical knowledge due to large numbers of retiring gov-ernment workers, the increasing demand for information andcommunications technology needed to maintain growth in thescale and scope of e-government, and the requirement to par-lay investments in enterprise architecture into effective knowl-edge management and service delivery efficiency. It includesbrief historical reviews of each of these trends, their imple-mentation, and how they are being integrated into initiativesfor transforming governments from reactive, bureaucratic sys-tems to visionary, proactive, market-oriented learning organ-isations. The paper concludes with a discussion of the roleplayed by changes in public sector organisational cultures insuccessfully addressing these three trends and achieving goalsof transformation.
