To come into force, the 2007 International Coffee Agreement (ICA), which will set the terms of co-operation for its importing and exporting member countries well into the future, has to be signed and then ratified - or otherwise legally endorsed - bythe bulk of the current members of the International Coffee Organisation (ICO). The minimum level of support specified in the treaty for automatically triggering its entry into force is the fulfilment of both legal processes by countries accounting for at least two-thirds of the votes at the London-based coffee agency. A country's number of votes corresponds to its importance as either an exporter or importer of coffee.
