In this report, first we show that when the required signal-to-noise ratio (SNR) to achieve the target frame error rate is low (the diversity gain is large), the design of space-time trellis codes (STTC's) with maximum coding gain in fast fading channels is governed by the minimum trace of the codeword distance matrix between any two distinct codewords. Second, we propose a new design criterion on STTC's based on the distance spectrum in fast fading channels. The proposed design criterion is based on the product distance distribution for the high SNR and the trace distribution for the low SNR, respectively. Moreover, we propose new STTC's by the computer search based on the proposed design criterion in fast fading channels.
