摘要

Mathematical modeling of the interactions between nation-states in a competitive international system has a long history-at least as far back as Richardson [1].. Such theoretical studies made important contributions to the technology of making and managing security policy for such systems. A current very pressing problem is the management of security policy within a state rather than between states, i.e., we need to develop and understand processes-a technology-for managing "terrorism" The development of such a technology is a new challenge for the scholar and practitioner of security studies.
