The Intergovernmental Panel on Climate Change (IPCC) held is fifteenth Plenary session in San Jose, Costa Rica in Apica, 1999. One major item on the agenda was the adoption of a revised set of rules of procedure for the Panel's work with its Third Assessment Report (TAR). The IPCC process is already a time-consuming and cumbersome process, and the new rules of procedure adopted at the fifteenth Plenary session adds further complexity and bureaucracy to the process.
