The constant-rate discharge control system is used for dams to keep their water levels constant and is operated under automatic control. However, the performance record of the system shows some problems: (1 the control fluctuation margin is not small, and (2) spillway gates are operated too frequently. In addition, the automatic constant-rate discharge control system is often manually operated in flood situation. As the existing constant-rate discharge control system is operated based on an inlet rate, it is necessary to gauge the water level fluctuation accurately to calculate the dam water volume. However, the water level is affected by various disturbances. In fact, it is impossible to detect accurate water levels in case of short-time fluctuations such as waves or in case of medium- and long-time fluctuations such as seiche phenomenon due to increase or decrease of inlet and discharge water. Thus, the calculation of a dam water volume is inaccurate, and the inlet rate to determine the control volume cannot also be determined accurately, resulting in problems such as control delay, bunching and overshooting. To solve to these technical problems, a new automatic flood gate control system has been developed, in which the target inlet value is calculated by ARX (Auto-Regressive with External input) method.
