EPA's analysis of new source review (NSR) regulations lacks sufficient data to support the agency's conclusions, instead relying on anecdotal evidence from industry sources, the General Accounting Office (GAO) said in a report released Aug. 25. The report, requested by Sens. Joe Lieberman (D-Conn.) and James Jeffords (I-Vt.), found that the EPA's response to a White House Office of Budget and Management's (OMB) request for an analysis of new source review (NSR) revisions was limited because "EPA lacked comprehensive data on the program's economic impacts, and could not predict how many facilities would use the rule's optional provisions."
