A proposed coal export terminal in Louisiana advanced yesterday after developers got two key permits from the US Army Corps of Engineers, but weak seaborne markets are still plaguing the project. The corps on 10 November granted Ram Terminals a permit under Section 10 of the Rivers and Harbors Act and another under Section 404 of the Clean Water Act for a proposed coal export facility just south of milepost 61 on the Mississippi river.
