India will finish building its first strategic oil reserve facility next year, ac- cording to the head of Indian Strategic Petroleum Reserve (ISPRL), Rajan Pillai. State-owned ISPRL is building three un- derground facilities in rock caverns in the south that would meet 13-14 days of demand in an emergency, he said in New Delhi Thursday. The first, holding 1.33 million tons, is being built at Visakhap- atnam on the eastern coast. Pillai said mechanical completion would be in Oc- tober 2011. The second facility at Man- galore on the western coast, with a ca- pacity of 1.5 million tons, will be built by November 2012. This will be fol- lowed by a 2.5 million ton facility at Padur, close to Mangalore on the west- ern coast, by December 2012.
