Colombia's state-controlled Ecopetrol has said it plans to set up an upstream joint venture to produce oil in Venezuela with state-owned Petroleos de Venezuela (PDV). The announcement, one of several made following a meeting between the country's two energy ministers on Wednesday, signals a thaw in bilateral relations and also marks Ecopetrol's first move into the Venezuelan upstream.
