EU Opts Against Economic Sanctions on Russia for Now

As measures were introduced in both the US and EU targeting former top Ukrainian officials, including one oil magnate, the heads of the European Union's 28 governments on Thursday decided against immediate economic sanctions against Russia over its government's actions in Crimea, but showed their stubborn streak and has not ruled them out in future. EU Council President Herman Van Rompuy said the EU will sign "before May 25" the political chapters of the association agreement with Ukraine. Also definitive EU association agreements, initialed last November with fellow ex-Soviet states Georgia and Moldova, would be signed "no later than August 2014." Such agreements are precursors for EU full membership and, although that could take many more years, this is no empty gesture from Brussels as they improve political and customs links.
