In response to lower oil prices and Western sanctions, Russia's state-controlled Rosneft plans to increase oil and gas production, optimize costs and develop domestic manufacturing of necessary equipment and components, the oil major's head Igor Sechin reported Friday to Prime Minister Dmitry Medvedev.
