Germany's Wintershall is in talks with Libya's National Oil Corp. (NOC) to buy US Occidental's acreage in the country despite rival governments in the country vying for legitimacy in an ongoing civil war. "Two months ago, they [Wintershall] approached us to get permission to access the data room. They will see the potential and then we will decide because as you know we [NOC] have first right of refusal," NOC Chairman Mustafa Sanalla told International Oil Daily on the sidelines of the World National Oil Companies Congress in London Tuesday.
