USDA is stressing its flexible approach to animal identification in announcing its final rule on traceability of U.S. livestock moving interstate, published in Monday's Federal Register .In a teleconference with reporters on Dec. 20, Agriculture Secretary Tom Vilsack said that USDA's Animal and Plant Health Inspection Service (APHIS) carefully considered the 1,600 comments submitted in response to its proposed rule, published in August 2011, and made significant changes to address criticism from stakeholders.
