Tulsa—Williams and Boardwalk Pipeline. Partners have signed a letter of intent to form a joint venture for the development of a pipeline system that will transport mixed natural gas liquids (NGLs) from the Marcellus and Utica shale plays to the rapidly expanding petrochemical and export region on the U.S. Gulf Coast and the developing petrochemical market in the Northeast U.S. The proposed "Bluegrass Pipeline" would provide producers with 200,000 b/d of mixed NGLs take-away capacity in Ohio, West Virginia and Pennsylvania. Capacity could be increased to 400,000 b/d to meet market demand by adding pumping capacity, Williams said. The system would deliver mixed NGLs to proposed new fractionation and storage facilities, which would have connectivity to petrochemical facilities and product pipelines on the Louisiana and Texas coasts.
