Originally planned in 2006 as a Rs 12,440 crore project, the investment was revised to Rs 15,870 crore in 2008, then to Rs 19,535 crore in 2010 and to Rs 21,396 crore in 2012. The cost of the project has escalated mainly because of interest payout during the construction phase, explained A. K. Banerjee, director of finance at Oil & Natural Gas Corp. (ONGC).
