St. Petersburg—BP, under one of several agreements signed with Rosneft, will become the sole owner of the 265,000-b/d Gelsenkirchen refinery in Germany. David Campbell, president of BP Russia, and Igor Sechin, chairman of Rosneft's management board, signed a heads of terms to pursue a reorganization of the German Ruhr Oel GmbH (ROG) refining joint venture. Specifically, this document provides for the restructuring of the venture by dividing shares in four refineries and associated infrastructure between the parties.
