Washington— The U.S. Export-Import Bank, effective 1 July 2015, lost its authority to conduct any new business, as Congress debates whether the agency, founded in 1934, should exist. In response to questions as to what woidd happen if its authorization was not extended, the bank said: "A lapse in authority . . . will mean the bank and any of its delegated authority lenders cannot authorize any new transactions. All pre-existing loans, guarantees and insurance policies will continue in full force and effect. We will process and close all previously approved transactions, which will also continue in full force and effect according to their terms."
