Huizhou— Shell Nanhai and China National Offshore Oil Corp. (CNOOC) have signed a Heads of Agreement, under which Shell is expected to join an ongoing CNOOC expansion project, thereby extending their equally-owned CNOOC and Shell Petrochemicals Co. (CSPC) joint venture. Subject to final agreements and regulatory approvals, Shell will join CNOOC's project to complete construction of an ethylene cracker with over 1-million t/y of capacity being built adjacent to CSPC's existing complex in Huizhou.
