Houston-Westlake Chemical Corp. has submitted a proposal to Axiall Corp. to acquire all outstanding shares of Axiall for $20 per share in the form of $11 in cash and 0.1967 shares of Westlake stock, representing a value of $9 based on West-lake's closing price the last trading day before the offer.
