The Western Governors’ Association is sending a message tothe federal government on the eve of the incoming Trumppresidency, and the message includes bolstering the role of the“sovereign state”, especially in the development of energy andminerals.The WGA crafted a policy resolution, “Building a StrongerState-Federal Relationship”, during its 2016 Winter Meeting thisweek in San Diego.
