European competition authorities have rejected a complaint by Bellona over Norway’s scheme of reimbursing oil and gas exploration costs - a measure the environmental group says amounts to state aid. Although Norway is outside the EU, its membership of the European Economic Area agreement means it is subject to EU competition law overseen by the EFTA Surveillance Authority (ESA).
