Congestion at key ports has left almost 60 tankers floating off China with more than 70 million barrels of crude. Most of them are waiting to unload. Some of these vessels have been waiting to discharge their cargoes for two to three weeks, and the congestion is unlikely to ease until mid-August. This could drag down official Chinese crude import numbers for July and August. But with many independent refiners unwilling to resell cargoes that are stacked up at the ports, it seems likely that most of these volumes will ultimately show up in the official data (IOD Jul.27'20).
