As Opec kingpin Saudi Arabia tries to advance a sweeping economic and social reform plan, its leadership is increasingly relying on a "carrot and stick" policy to implement the program and maintain public support. The question is whether the strategy, which has led to some inconsistent - even contradictory - policies, will be perceived positively by international investors as Saudi Arabia moves forward with its "Vision 2030" economic plan, which includes the initial public offering (IPO) of state oil giant Aramco.
