Russian national pipeline monopoly Transneft expressed concerns over recent changes in shipping regulations in Turkey's Bosporus Strait that have increased delays in crude oil shipping from the Russian Black Sea port of Novorossiysk. A Transneft spokesman told Energy Intelligence that the shipping regulations approved by Turkey in September require that vessels with a length of over 250 meters for the Dardanelles and of over 200 meters for the Bosporus Strait should have compulsory pilotage and a Turkish tug escort. It takes some vessels 13 days to pass through the straits and back, Transneft says. The new requirements cause delays and higher costs, and with winter weather on the way, those delays could grow even longer, which could inflate freight rates.
