Competitive bidding for highway construction projects has been the primary contracting method used by state departments of transportation (DOTS) for many years. Even with the growing use of alternative contracting methods like design-build, A+B bidding, lane rental and others, competitive bidding still remains the principal contracting method used for most highway construction projects around the US The reasons for using competitive bidding are well known and include the following: Secures the best work and materials at the lowest practical prices. Ensures the best use of taxpayer money. Eliminates favoritism or the "good old boy" network in awarding contracts. Puts all bidders on the same plane of equality; each one is bidding on the same terms and conditions. Is required by federal law for all projects where a portion of the funding is from federal sources. Even projects approved under SEP-14 typically are awarded to contractors with the lowest cost.
