摘要

Appropriate management and control of changes to the scope, schedule, and cost baselines of a project is critical to performance measurement and success, particularly when earned value management is an executive or client requirement. In this paper, project baseline management and change control will be defined, the conditions for and timing of formal change control will be described, and several best practices related to baseline change control will be detailed. Best practices include establishing clear roles for key stakeholders of change control, understanding and managing the differences between the project management and product development life cycles, maintaining historical performance metrics, employing the block point concept for managing multiple changes, and using appropriate baseline change control mechanics within common scheduling tools such as Primavera Project Management 6.2 and Primavera Project Planner for Windows 3.1.
