Oil producers in Iraq's Kurdistan region are still waiting for the Turkish government to open its border to direct trade in the region's oil products and potentially crude, two months after their exports through Iraq's state pipeline system to Turkey were halted. Things could get worse for these producers before they get better — but betting is that they will get better before too long. Ankara announced its support for the trade last month, six months after issuing supporting legislation. Last week it published a second decree facilitating the flow of oil products via Turkey to Iraq (EC Jun.15' 12).
