Ed Sullivan, the Portland Cement Associations (PCA) chief economist was in tub-thumping mood at the 59th lEEE-IAS/PCA Cement Conference in Calgary, Canada that took place on 21-25 May 2017. The headline figures that the PCA put out in a press release was a forecast of a 3.5% rise in cement consumption for both 2018 and 2019. An eager audience lapped it up. There was only one problem: little of this enthusiasm has yet translated into real sales.
