Joining an already crowded field of critics, the Natural Resources Defense Council (NRDC) submitted comments to FERC recently in the aftermath of the Commission’s decision to prepare a combined Environmental Impact Statement (EIS) to discuss the environmental impacts of the Atlantic Coast Pipeline (ACP) Project (PF15-6) and the Supply Header Project (SHP) (PF15-5), both being championed by Dominion Transmission Inc. The NRDC posits that a new approach is needed to review “the growing list of uncoordinated and costly pipeline infrastructure proposals,” of which the ACP- SHP are among the largest. Accordingly, the group urged the Commission to: (1) adopt a new program that uses comprehensive data and planning tools to determine if new transmission capacity is needed and to minimize negative impacts of any new natural gas transportation proposals; (2) undertake a regional Programmatic Environmental Impact Statement (PEIS); (3) consider all cumulative impacts and indirect effects of these two projects (and other future projects), including increased natural gas development; and (4) develop a fully transparent analysis of the costs borne by the public in the form of greenhouse gas (GHG ) emissions and climate change.
