摘要

Restructuring the layout of farmland is an important task in present-day rural Poland, though it is secondary to overall infrastructure development. It involves primary changes at the wider level of districts or villages through such measures as identification of land suitable for recultivation or afforestation, followed by on-farm restructuring. This may involve allocation of better quality land, consolidation of fragmented holdings, or boundary adjustments. Such measures may be evaluated on the basis of their likely influence on farmers' working and living conditions. The main stages of a restructuring project should be assessment of the existing situation followed by mapping of proposed changes, assessment of possibilities for realization and gauging farmers' opinion, and then the drawing up a working version. The main barriers to realization of such projects in Poland at present are incomplete legislation, the lack of a single coordinating body, and an economic situation in which neither thecentral budget nor farmers themselves are in a position to contribute substantially to financing of such change. New, comprehensive legislation and greater involvement of the State Treasury's Property Agency are needed. Restructuring should operate on awhole-district rather than individual farm basis.
