摘要

Balanced development is defined as a process of socioeconomic change which takes proper account of natural conditions and establishes appropriate protection for fundamental ecological processes. Essential elements of such development include low-impact farming, production of safe food commodities, ecotourism, forestry, new, modern industries, maintenance of cultural identity, social and technical infrastructures, and interregional cooperation. In Poland, rural district (commune) authorities are responsible for approval of specific measures such as land drainage, siting of livestock units, and limits to agrochemical inputs. Some responsibilities are delegated to them by provincial authorities, for example defining conditions for removing land fromagricultural or forestry use and reinstatement of degraded land. Nevertheless the most important decisions and measures continue to be taken at provincial or regional level. District authorities have relatively little scope for action in promoting balanced development or promoting public education in this sphere. Apart from limited terms of reference, lack of adequate finance is a major barrier. Funds are available on a national level but tend to be directed mainly to provincial authorities, who have also been taking over certain areas of responsibility. Some district authorities have recently formed associations in order to operate more effectively.
