摘要

The two contributions by Bonyhady (2016) and Behan, Beebee, & Dodds (2016) are similar in that they reported on recent innovations in disability policy and service systems. Bonyhady's overview of the recently developed Australian National Disability Insurance Scheme (NDIS), "Reducing the Inequality of Luck", articulated the rationale for the NDIS while providing an overview of the underlying principles attached to rights, inclusion, and insurance models of social provision. With a particular focus on the lives of Australians with significant intellectual disabilities, Bonyhady (2016) also delineated the areas of responsibility allocated to the NDIS against other government, non-government, and community responsibilities. His overarching point was that the NDIS represents a more significant and potentially successful attempt to meet the needs of individuals, while ensuring innovation, sustainability, and quality of the program. This, to Bonyhady, can erase the inequality brought by luck - the "twist of fate" that delivers a person into this category of need.
