Consumer paints have not contained lead since it was banned by federal regulation in 1978 pursuant to a federal law that was passed in 1970.In reality,paint manufacturers reduced or stopped using lead entirely in paints by the early 1950s.So why is there a new agreement and an establishment of a new national program of warnings? Consider there are 98,000,000 housing units in the United States; of those,38,000,000 have some form of lead-based paint.
