Land use planning is not a category of technical cooperation project in itself, but rather an important instrument used as part of resource protection, range management and regional development projects. In 1995, Germany's development organization GTZ(Deutsche Gesellschaft fur Technische Zusammenarbeit) published a land use planning manual, based on its experience with 100 projects. The basic principles involved are summarized below. In all situations where people make use of areas of land - whetherfor agriculture, house-building, industry, conservation areas, roads, landfills or as receivers of imissions, this is the result of conscious or unconscious decisions made on the future functions of the selected areas. This often gives rise to conflictsof interest wherever these cannot be resolved through dialogue between those involved institutions can be brought in to assist in the process of finding a mutually acceptable solution based on existing standards and regulations. These institutions can be State authorities or just informal associations of some of the main actors involved.
