The central principles of the 1992 Rio declaration confirm the human entitlement to a healthy and productive life in harmony with nature, whereby the right to development must be achieved in a manner compatible with the needs of present and future generations. Environmental protection is thus an integral part of the development process The industrialized States acknowledge their responsibility to improve the position of the developing countries through the transfer of technology and know-how. And combating poverty has priority among the conditions for sustainable development. The German government was closely involved in preparations for the Rio summit and the formulation of its conclusions. It has welcomed the call made to the international community in the declaration and in the Agenda 21 to take practical steps in all relevant areas as a blueprint for policy action.
