The European Commission is currently considering a deal involving the proposed acquisition by Russian state Rosneft of most of US bank Morgan Stanley's oil trading assets. But it's hard to predict which way the decision will go given the recent standoff between Moscow and the West over the conflict in Ukraine amid tougher sanctions against Russia. A spokesman for the European Commission told International Oil Daily that it was notified of the proposed deal on Jul. 29. The Commission is now assessing the agreement between Rosneft and Morgan Stanley "under EU merger regulation," he added
