The mission of the Office of Naval Research (ONR) is to provide the "Navy after next"—the Navy of the future—with the technological superiority necessary to defeat any potential foe. In light of that mission, many of the projects supported by ONR are forward-looking basic research. At times, the connection between the research and the Navy can seem tenuous because very little of the research works to meet the immediate needs of the Navy. "It's not that we don't feel the need, but this is the Navy's investment [for the future]," says Fred E. Saalfeld, deputy chief of naval research and technical director of ONR.
