摘要

Recent controversies concerning data-protection legislation, disease registries, and informed consent have raised fears that epidemiologic research will become increasingly impracticable and, as a consequence, the public's health will suffer (1, 2). The concerns of privacy advocates have been fueled by advances in information technology, especially in the finance, retail, and service industries. Health research has been swept up in a blunt policy response, and legislators have struggled to find ways to make exceptions for public interest health research by imposing ever more weighty regimens of ethics committee submissions, rejoinders, and reports (1, 2).
