摘要

A RUSSIAN invasion of Ukraine would hamper the supply of seafarers from both countries, worsening a pandemic-induced crew shortage, according to the International Maritime Employers' Council. Russia and Ukraine together make up the fourth-biggest crewing supply area after China, the Philippines and India. IMEC chief executive Francesco Gargiulo said employers feared a repeat of the 2014 Crimea invasion, when sanctions meant employers could not pay seafarers in the Russian-occupied areas, or those with Russian bank accounts.
